Usually Not. Here is why. Cell phone transmissions are hitting a home from all directions. So, even If the foil blocked the transmissions through the roof, the cell phone signal will still pass through the walls and windows.
Here is an easy test. Order a FREE Radiant Barrier Sample. Then, make a foil envelope and put your cell phone inside. Then call it. Does is ring? I've tried this with dozens of phones and only had some problems with some older phones. It seems the newer phones just work better. Good Reception = No problems with foil. "Can You Hear Me Now?".

If your home or neighborhood already has poor cell reception, then installing radiant barrier attic foil might push it too far. Once again, get a sample and do the test inside your home. Or, you may look at installing an external booster antenna if you have poor reception.
